Variable Bit Rate?

I am using oddcast to broadcast.
It allows variable bit rate. Would this work and
be usefull?
Does this allow me to broadcast at a rate and the slower
modem users will hear it fine though I am broadcasting at
dls speed?

this is just my opinion but VBR doesn't really help until you get up into the higher bitrates like 112-160. But you can certainly try to use it, although it will probably always try to use the max VBR setting.
