stupid question

i put my song ticker at the top of my main image and every time i try to grab the skin by the top, the ticker text moves and the skin doesn't.

i thought i remembered reading about a tag i could put in that would let me click through one layer onto the layer below, but now i can't find it. could i put this tag into my ticker?

can somebody help me?

I'm not that coding master but my primary logic unit tells me that a transparent layer over the ticker would be a great help ;)
