If you can't run scandisk it sounds like Windows itself has been corrupted. If that is the case and you really have that much data you don't want to lose you better start backing it up while Windows still works. When you reformat, partition your hard drive and put windows in a different partition than your data, then you can reformat and reinstall in the windows partition without losing your data.

boot into dos, and type this:
scandisk /all
that will check and repair all drives.

Then go buy some more cd's. Seriously, whats worse, spending a few $ on some cdr's or losing all your data. If its data you need then it shouldnt even be something you have to think about.
Once you've backed up everything, work out how much space you need for just windows and programs. Then when you reinstall create a partition a few gb larger than that and another for your documents and music files etc.
That way if you have to do an emergency reinstall at a later time you wont have to back it all up to cd again....
However, i still reccomend reguarly backing up all your important data to cd incase a drive fails.

Boot to dos from a floppy.
If i remember correctly, winme doesnt have the ability to create a boot floppy, so go here > http://www.bootdisk.com/bootdisk.htm
