I thought streaming NSV would be as easy as SHOUTcasting, just put the video files in winamp and stream from there, right? I guess not. Anyway, I've gotten to the "poopy" part. I type the following into the command prompt:
nsvenc /cfgcap cap:0,0 sc:68.3.***.***:7998:headers.txt
right then and there I get:
NSVenc v0.80 (4/19/03) - Copyright (C) 2001-2003, Nullsoft Inc.
Available video capture devices:
Warning: no video capture devices present
Available audio capture devices:
0 ESS Allegro
right then and there, Nsvenc crashes with the "Nsvenc has caused an error in <unknown>" message and then returns me to "<C:\Program Files\NSVtools>"

I didn't know I needed a video capture card to broadcast video! I thought I just ran the files from my pc into winamp and broadcast from there. Please help

BTW, sorry for sounding like such a freakin' n00b when I'm usually not!

try searching more, there are other tools to do standalone files if you wish, one called nsvscsrc

Now I see why n00bs don't like to search...
