This is the best I can do, I don't have time to write a guide in PS that would take long. :)

Quick Avatar Tutorial (Photoshop 7)

1. Create a new 50x50 image. Create a new layer (Name it "Border" if you wish), and use the "Rectangular Marquee Tool" to select the whole image. Make sure any new layers you create, stay under the border layer. (The border layer isn't required, but it looks better for an avatar, since everyone uses different forum themes)

2. Use the select menu, and go to border, and set it to 1px, and use the paint bucket tool, to fill the border with a colour of your choice.

3. Create another new layer, and select the area inside of the border of your image.

4. Use the brush tool, and make a few lines (2px brush size works nicely)

5. Go to Filter, Mostion Blur, and you can set an angle (37 looks good) and Distance (between 40-50 looks nice)

6. Add text and stuff or anything you want.

You can probably come up with something better than I did. I did that in about 2 minutes :P
