hey, i was just wondering, i have watched internet TV before in winamp, but i never got this content rating thing. how is it possible that the content rating didnt show up before, but it does now?

Because its a new feature.

Because some people were concerned about the Porn streams.
They requested a way to block them.
Nullsoft responded with Content Rating in v5.01.
They're also working on password protection for the next release.

where you can create a password that will need to be enterted to see certain stations?
who makes the ratings?
