i isnatlled everything need to make an server/Radio, but no shit works

1st off i cant find an web site that host .PSL , and the Shoutcats says taht they host , yes they do !!!, i sea it my self, but how can i make my radio work, i tryed everything i even got "Radio Toolbox" , still nothing!
