could the 'sc_serv.ini' be called something else?

could 'sc_serv.ini' be named "README" instead? or if not i dont have the file. I dont know where 2 get it at all. other forums said "it came in the installation" but which 1....did i forget 2 download something? if someone could give me a link to where that file is located plz help
