Return Of CATS

This post is going to sound a little confused, because I'm asking/stating several things at once. Okay.

I'm trying to make a "perfect" copy of the image of CATS, the villian from Zero Wing (yes, the All Your Base guy.) I'm doing this both for myself and for some friends, because I would like to make a nice wallpaper with it or something similar. I know the fad is long since dead, but that's not the point here; I like the character design and want to make use of it. The only images we have of said villain are quite pixelated, 256-color mess. I've done a little cleanup of it myself in Photoshop, (see attachment) but I'm sure anyone willing to help me would have both the skill and software to do five hundred times better, since I'm not very good artistically. So...

Is there anyone who would like to help me out there in Winamp-Land by making the image look nice and hi-res? And if not, where is somewhere I could go? And after that, are there any sites that make wallpapers from submissions/requests?

You might have to colour it though, as I hate colouring.

My sincerest apologies to those who were mislead by my title. CATS the musical scares me.

Does anyone know who owns the rights to Zero Wing now? Since Toaplan went out of business? I wasn't really much for the "All Your Base" thing but I did like the game...it just seemed to have personality. Even if it was extremely difficult.

On a different note: Engrish.com has quite a few examples of tragically poor translation in all kinds of cultural items. I laughed quite a bit over there, go check it out. See attachment (not photo-edited, just a bad translation.)

That little thing IS a screencap, as far as I can tell. The technology for a simple console/arcade game wasn't very sophisticated, you remember. I've made a capture of it before and there's not really much difference IMO; a good image needs to be created because it does not exist.
