Is there a Transparancy Utility?

Is there a utility that i can import
a .zip skin file, have the skin displayed on
a screen, and then be able to use a line tool
to draw polygonal transparency areas. The
utility would then generate a text file that
could be imported into the zip.

I don't use much skin making programs (yay)
so maybe this already exists?
