I believe that many users simply take deviantArt for granted to publish their uncompleted work. They should atleast give beta downloads, or if they haven't coded a bit, they should post it under another segment called 'screenshots' or any other such. I spent almost 2 hrs. looking for skins, but none of them for download. This is what happens in an unrestricted environment...

Technically, any incomplete skins in the modern skin section are policy violation, so feel free to report them. I think the problem is that there used to be a real "skins in progress" section for this stuff to go in, but now the skins in progress go into the 'scraps' section, so people put incomplete skins into the modern skin category so that more people will see them. They are breaking rules, so if you report them they should get taken down.

Have you looked in the classic skin section? It's like 80% generated skins :igor: I wish people would stop submitting crap that doesn't belong.

The only thing I take for granted at Devart is that 9 times out of 10 the site is slower than snail porn .

one reason for all the incomplete/uncoded skins is there aren't enough people that actually know how to code. and then theres just the lazy people like me who can't b bothered to actually code the graphics up for a skin.
