Banned ??? URGENT

I haved a dynamic ip from DynDns (removed)
I retrieve the no-ip that i haved before.
But when i launche the shoutcast server, it display this message:

[yp_add] yp.shoutcast.com gave extended error (This network has been permanently banned due to a previous vio\)

what is it ?

can you explain me , wen i can resolve it ?
The IP adress played with no-ip.info is 83.192.24.136
(If you can explain in french, i prefer)

Je ne suis pas français ainsi excusez la syntaxe.
Le sub-net de votre IP a été interdit probablement, pas vôtre personnellement. Quelqu'un d'autre sur votre ISP a pu avoir maltraité le service. Vous pouvez envoyer un message privé à un modérateur ici et les demander.

I am not French so excuse the syntax.
Probably the subnet of your IP was banned, not yours personally. Somebody else on your ISP may have abused the service. You can send a private message to a moderator here and ask them.

It was banned for popup ad's, it looked old so I removed it. However if it's banned again then it stays banned.

This run on now.
But i want to understand, what pop-up causes the crashes ?
we just wanted to configure ant test us server.
It possible the multiple conexions/unconexions causes this crash ?
