Always On Top Customization

It would be nice to be able to customize the always on top behavior. For example, I'd like to be able to make it always on top when in titlebar mode only.

That does exist. Turn off always on top mode. When a Modern skin is windowshaded, right click --> window settings --> docked toolbar --> Always on top. Go back, and select top or bottom and turn off autohide if you so desire.
