RtlDuplicateUnicodeString not found

Users running Traditional Chinese Windows 2000 receive this message when they start installation build with NSIS:

"Cannot find RtlDuplicateUnicodeString in dynamic link library ntdll.dll."

Does anyone have any idea how to solve this problem?
