Trouble Getting Started (PLEASE HELP)

I am very sorry, but I am going through what mostly of every one else has gone through. I am new to the game and trying to ge a radio station started. I have tried but is having trouble. Please give me some direct and well explained directions step by step on how to get started using windows. Thank You in advance KenjiP.
