Problem radio

Has created radio. But how to make that it of any point of the world it was possible to listen? And how it is possible to make that without interruption with different computers to broadcast? For example at first from mine then from a computer of the neighbour.

example: 12.34.56.78:8000/listen.pls

there is one there on how to act when your router is given you the world famous error , cannot see your computer.

if you don't know how to read in english, find someone who can translate it for you.
