What have you tried so far? It's hard to offer help without knowing the full picture.
Things to know that would help are, operating system, software firewall, computer security software, router, ISP, etc

You're doing it wrong then. You don't forward your external IP to your router. You need to do more thorough reading to be able to understand.
Look very carefully through my NAK Error fix link.

Your ports aren't forwarded correctly.
Your Shoutcast works, what is happening now is not a Shoutcast problem.
You have to learn about your router and how to set a static ip to your computer.
http://www.portforward.com/networking/staticip.htm for a static IP
http://www.portforward.com/routers.htm for your router.

It's strange that it's not getting outside of the network. What's your stream link? Are you sure your external IP hasn't changed again?
Sorry for all the seemingly obvious questions.

Yes you can get out :D
I am concerned that your bitrate is too high. http://testmy.net to check your upload speed. On a 2mbit line here I can only stream to about 8 people on 24kbps. Otherwise, you're fine!
/edit link to give people outside of your network is http://172.212.67.106:8000/listen.pls you can drop the listen.pls if they're not using Winamp.
