No, submitted here at winamp.com, along with 3 other highly suspect looking skins , couldn't say if they were rips or not, but they got flushed anyhow.

Oh, ok. Well, thanks for flushing it (and I'd be very surprised if the others weren't rips). I can't actually download any skins from that tripod site, though there is a mini-screenshot of the templatemonster skin there. I'll get my Chilean friend to translate for me so that I can email them.
