"Connection refused" means that your PC has a firewall or NAT that is refusing the request, or there may really be an ISP proxy in your way.

You can debug the proxy pretty easily by comparing the failed IP to the actual IP of your DNAS box (ipconfig /all) -- if they are different, you're pretty much out of luck, if they are the same, the blocking is likely happening at your PC.

You have a different connection type, so there may be many things put in place by your ISP to prevent what you're trying to do.

Essentially, debugging your issue involves every tool in the book -- you will need to create a picture of what's happening -- that means trace routes, pings, ipconfig, etc. The devices you have in your location need to be interrogated as well.

Your diagram is good, but lacks essential details -- "My Antenna" ? is this just an antenna connected via coax to "Me" ? or is my antenna a box with ethernet connected to me ? What is Me ? a single PC ? several PCs connected to a hub/switch? a wireless AP ? A router?

Keep in mind, we can see nothing.

I'm such a hack, lol

http://212.62.46.98/ -- Check this out. If that does not work for you, you may be able to try http://10.8.1.1/ (this may be a different box) -- It's Router/firewall/NAT software running on a PC somewhere -- it belongs to your ISP.

You are on a private LAN (10.8.1.*) -- behind a NAT router whose internet IP is 212.62.46.98 -- This means that all of your ISP's clients share that one public IP -- The wLAN you are on appears to be fairly large, even the DNS servers are private.

It's unlikely that you will be able make your DNAS available to the internet without intervention by your ISP -- I'm also sure that this setup prevents you from running other apps that require inbound connect attempts unless the app can workaround that issue (SHOUTcast cannot).

This does not mean that you cannot be a broadcaster -- it just means that your best option is to have your DNAS server "hosted" outside of your ISP. You can still run your source/DSP locally, you will just have to send your source remotely to a DNAS that is internet accessable.

This is my router?

I doubt it -- it is probably the front-end for your ISPs network... meaning, you don't have access to it to be able to configure it to enable you to run a SHOUTcast DNAS.
