It's a shame the NSV encoders (CLI and batch GUI) only accept RGB as input
Not only it will yield higher quality but it will also be faster since there's no color space conversion.
A lot of codecs output in YV12 (will speed up transcoding from XviD/DivX for example) and the VP6 (vfw) encoder also recommend this format as input

Is there any plan on adding this or is development on hold?

odd... the live encoder does yv12.

thats strange why XviD sample encoder is feeded with RGBA?

just tried to accept YV12 (if i haven't done any mistake ) nsvate didn't encode video part of file

dunno for sure, where is no documentation only example which uses rgb as input
