MMSYSTEM032 Error message

I want to play MP3 files with Winamp 2.64 But "Nullsoft waveout plugin 2.02" keep getting the error message:"MMSYSTEM Format is not supported or can't be translated. Please check Option "functions" to see what formats are supported."

What do they mean by that?
I can play normal Audio CDs with winamp.

I have:
Asus K7V motherboard (sound on board)
128 MB Ram
Asus VT3800 graphic card
Toshiba 50x

I am running Lockdown 2000,Norton AV 2000,Getright,ICQ at the same time.

Could there be a conflict or what is going on?
