winamp skins...again

yeah i have those things actually...but how exactly? i think i have adobe photoshop...yeah i'm pretty sure i do, but i don't think that winamp skins is an option. is it? are there any other things i can use?
like are there specific winamp skin programs? lemme know. thanks.
