How do you create skins?`

Check out the Nullsoft Developer area.

Just to tell you this: skin making does require previous knowledge of a graphics program, such as Jasc Paint Shop Pro, Adobe Photoshop/Image Ready, or Corel Draw.

Paint is cool because it's easy and free.

Yup, why use the skinmaker? Just use MSPaint. And Microangelo 98 for the cursors, of course.
