Alright I just got the idea of wanting to do a skin, I write webpages and all that junk so I'm good at designing...so I just wanted to know how to save a skin.

Download the skin from winamp.com
it will automatically install if you run the .wsz file. Then browse to your winamp skins folder.
Typically, but not exclusivley: c:\program files\winamp\skins
There you have one zip file for each skin. Open the zip and examine the contents.
Voila a skin.

Currently workin on my first masterpiece....can I submit it as a ZIP?

No. It must be a .wsz. However a .wsz IS a zip file with the .zip extension removed, and changed to .wsz!
