Winamp hasn't DVD playback suport yet and you ask for the ability to slow down the drive speed during playback. :D

and adding to that, there's plenty of little apps around which can slow down the drive for you (i tend to use nero's drivespeed utility). but yeah, winamp playing dvd's natively, even i must be missing something since in_dvd never worked for me *shrugs*
