is it possible to use a webserver and set up a shoutcast off of that, or are my only choices renting a shoutcast server, getting a dedicated, or using my own computer.

i tryed searching for this topic, sorry if its a common question, i didnt find it.

A Webserver is not a SHOUTcast server. You need to be running the SHOUTcast DNAS in order to host a stream. Now, if you have a dedicated server, you may be able to upload and run the SHOUTcast DNAS from that, but that is something you would need to contact your hosting provider.

is that because its a program that needs to be run?

The SHOUTcast DNAS is a program, and to use it, it must be running.

a) Yes - Shoutcast is a programme that needs to run off your server

b) Most web server hosts do not allow their customers shell access (which you need to control Shoutcast) - assuming you are renting space on a web server as opposed to renting a dedicated server

c) Shoutcast uses bandwidth - and a lot of it - (depending on the bitrate and number of connected listeners). Most web space hosting plans don't cater for anywhere near the amount of bandwidth you might require with a Shoutcast stream
