I have my station up and running on a server now, and I know the exact ip and port...however....I don't know how to link to it from a web page. I've viewed the shoutcast code and code on other pages, but it seems to require cgi, and I don't know any. If anyone could send me script I would appreciate it.

Can't you just put a
<a href="http://blah.com:8000">Listen up</a>
in a web page on your server? Do you have a web server on your box, or at least a fully-qualified DNS entry?

If you're running shoutcast 1.1 or later:
http://your.server http://forums.winamp.com/ubb/tongue.gifort/listen.pls works.
