Help im using a cable modem (the DOCSIS standard – Data Over Cable Service Interface Specification)
and i cant list my broadcast over at shoutcast.com

Ive alrready read the help and faqs but i cant understand them at all.Can somebody help me?and im also using a firewall

this means that machine can't reach the yp server. Try doing http://yp.shoutcast.com from the same machine. If you can't make it, then start barking at your ISP.

You may also check with your ISP (cable company) and make sure you are not behind a firewall or proxy server. If you are, browsing to yp.shoutcast.com will work but SHOUTcast will not see it.
