ServerProxy - Binding Shoutcast outside of an MS Proxy Server

I'm trying to determine whether or not I can successfully bind the shoutcast ports to listen on an external IP on my MS Proxy server. Anyone gotten this to work? I've gone through the typical steps of creating the wspcfg.ini, but for some reason, no one can connect to the server from the internet.
