When bringing up my Winamp preferences, DSP/Effect Plug in screen and highlighting Shoutcast Source for Winamp v1.5.0b2, my Format is MP3 @ 24kbps 22 khz mono. When I hit "set" a prompt tells me I may not have the proper codec installed. However, after going into
"Control panel" then "Multimedia", I have check my audio compression codecs on my PC and it tells me I HAVE installed the Fraunhofer MPEG layer 3 Codec (professsional)
Why will it not allow me to change to a higher rate for streaming?

You only have dont have the full version of the codec.
Other codecs are available to broadcast upto 360k.
Look through this forum you will find a link and instruction to install the new codec
