Improper MPEG Layer 3 Codec

Well I had Winamp and Shoutcast working fine together streaming a webcast. But the next time I tried doing the same thing I got this error ... "It doesn' appear as if the proper MPEG Layer 3 encoding codec is installed. You can check in Control Panel -> Multimedia -> Devices -> Audio Compression Codecs. Visit http://www.shoutcast.com/download.html for information on the proper codec."

Ok so I checked there .. and couldn't find anything. Does anyone know what I need to do to get the proper codec? MP3's play fine, I just can't connect any more to stream a webcast. Help please!!!
