How do you add a station the lists of stations on WINAMP and SHOUTCast?

You don't, as such - set up your own station, make it public and there you are on Shoutcast.

If and when the station chooses to run SHOUTcast and list publicly.

it is a list of public SHOTUcast streams, not all streams on the Intetnet. it is up to the person who runs the stream if they list or not, or even use SHOTUcast.
