Bitrate question

How come if I have my bitrate at 56kBits 24,000 Hz stereo the audio distorts, it doesn't stop to buffer or anything it just distorts.But when I broadcast at 56kBits at 22,050 Hz stereo it sounds great. I checked to make sure that I'm not turning my music up to loud but that didn't help.I've got a dsl connection and all.It only does this If I listen to my station on another computer, like a listener would.
