Description of Problem:
Ok so this is truly a small complaint but being a big electronics phreak in both the musical and engineering sense I rather enjoy watching that little built-in oscilloscope. It looks good all the time on modern skins on this comp and on any skin running on my Thinkpad T42, but when I'm running a classic skin on the system detailed above the oscilloscope will have an absolutely dismal frame rate UNLESS another sufficiently performance intensive application is open (it needn't be the active window and it can be minimized without bringing back the lag), in which case it works fine. Specifically, an explorer window has no affect on the problem, but a browser (I use Chrome) or an installer will always get the thing working at the proper frame rate.


Exhausted Ideas:
This was happening previously on this computer but I have recently done a complete reformat and the issue resurfaced right away.

Since the problem only affects classic skins, the timers resolution setting in the modern skins preferences is of no help.

Someone suggested that it was my CPU throttling down power in the absence of another application, and thinking that this was a very insightful idea I tried disabling the "Enhanced Intel Speedstep Technology" function in my BIOS; no affect.

EDIT:

I of course messed with the frame rate in the classic skins visualization menu, but regardless of where this and the other oscilloscope options are set, it always runs slower when winamp is open by itself.
