Which transcoder do I buy, please? Is it an addition the server (mine is Linux) or do I use it on the source side (on _my_ computer...PPC Mac)?

whatever best fits your needs is what you should go with (and not all charge or only charge for specific features).
you can run any source on the same machine as the DNAS server software (if you have the permissions to do so and resources) or it can be run on a different machine as long as the two are able to communicate with each other.

The page said if I want to broadcast an MP3 stream there would be a charge. Also, do I have to have root privileges? In other words, do I _have_ to have a VPS account with my host? I only have Personal Class.
I had version 1.9.x of the server set up on the old account with them. But, I can't remember if it was Personal or VPS. Also, I was before the transcoder.

if you want to do this on a hosted setup then it would need to be so you can run programs / services on it and have external port access from it to the rest of the internet (not forgetting enough bandwidth for the number of clients you want to provide for). what package you need to use depends on whoever it is you're referring to or decide you want to go with for hosting.
as for the charge, with the official transcoder then yes you need to pay a license for MP3 encoding if that's what you want to broadcast as, though other sources are available (as your post was vague i went generic on my initial reply).
