How to make our own internet-radio?

We want to make an internet-radio in Germany. I thought, that the only live-streaming software, which exists is the realserver from realnetworks. But now I see, that there are also radio-stations, who streams with winamp. How does this works?
Can somebody tell me more about this? The costs and facts (maybe in german).
