I have asked this before, and I remember there being a solution but here is the problem again:

WinAmp's Line In Plugin (linerec://) gives me this error "Error in Sounddev". This usually crashes WinAmp.

This is stumping me and angering me to some extent. If I cannot have my linerec:// then I cannot do much.

If there is a solution, I would love to hear it.

Error in Sounddev means that two things are trying to use the linein and your computer doesn't like it so that is its way of telling you it doesn't like it. What you need to do is turn off one of the attempts to use the linein. Although I do not know your exact setup but I would assume your problem is that both the SHOUTcast DSP (in advanced mode) and linerec:// are trying to use it. If you want to use linerec:// then disable advanced mode in the SHOUTcast DSP. To do so:
Open Winamp
Press Ctrl + P
Click on DSP/Effect
Click on "SHOUTcast Source ...."
Press "Configure" (HINT: It is NOT in the window that pops up)
Remove the check next to "Enable Advanced Recording Mode"

After that you should be good.

Yes, you are very correct on that. There is one problem... If that is the problem then how do I put a blank space so I can talk over it. I like the Advanced Controls a little too much and getting rid of them is harder said than done.

My blank spaces to talk over were made by linerec://, and it worked nicely while I talked. Since I cannot use linerec://, what can I use?

I know I can press the wonderful "stop" button but that don't help much and when crossfading this was a problem. I might have to just make a 1-minute MP3 file to cover that lost linerec:// issue.

Maybe someone can whip up a quick plugin that could solve this issue? ... If this isn't done already.

Yeah your only options I think are to use: Stop or pause, or a blank mp3.
