Network help with Zonealarm and WIn2k

I have 3 comptuers on my network the server witch takes in the DSL like and then my computer and my bros computer who get the DSL conenction useing the Win2k pro internet connection shareing ( ICS) from the network hub. I use windows ME and my bro uses win98se . the thing is I cant upload anything because of the firewall (medium setting) so shout cast has trouble useing my dyanmic IP address ... the only way it does work is when I use my oen ip like 192.168.0.170 or something please help me if yall can.
