Sure they have their right to be publish, but there are so many, why not make a subsection (like Top Rated, 3D, Anime, etc.) for skinner skins so it's easy to sort out them out from the rest?
-------edit--------
Hey Steve. I just had an idea for the site. Why don't you make it possible for us to choose what types of skins NOT to show. That way if you really hate (for example) skinner skins, retro skins, and anime skins, you can easily have them simply not appear.
I guess you could put a link at the bottom of the skin section that says something like "Sort out skins". Then if you click that, a popup window would come up with a list of all the skin sections for you to check off which you don’t want to appear. Then have it store a 1 day cookie on their computer with that information. And last but not least the server would identify what skins the person doesn’t want, and it could easily cut out that type.

I agree, winamp.com should make a subsection.
This way they are still there, still getting downloads, the skinner still feels good about themselves, but they are distinguished from handmade skins.
There is nothing that makes me as angry as when im looking for a good original skin and i see 300 anime skins made with a skinning program.

I agree with this 100%, also, I think if winamp had more staff to review submissions alot of poeple would be happier. The first skin I submitted by the name "Gradient Ash" wasn't actually published until 2-3 months after I posted it. Yet, I see all these 'skinner skins' that appeared practically one after the other. I got the point where I debating on submitting any more skins. Now, I have another that I will submit as soon as my submit page will actually show the categories.
But yes, I do think that 'skinner skins' should have their own section, it keeps things fair, and yet it doesn't take 2-3 days to look through a single category of skins.

I also agree about what you said about submitting skins. I have been waiting a year+ for three of my skins to be submitted. And thanks to their user rating thing i no longer get downloads for my other skin. I was maintaing a good 100 downloads a day then someone said the skin was crap and now everyone sees that and doesnt bother to look or download.

I don't know about the popup window. My connection is pretty slow and popup windows plague me no end.
As far as skinning tools, lighten up man. I don't use the tools myself, but some skinner skins are halfway decent. But you're right. It does piss me off when there are dozens of variations on one skin and most of them are nearly identical. That's a waste of time and resources (don't get me started on SpyAmp). Why don't we wait and see if the new forum for hacked skins can't clear some taht garbage out before we bring the axe down on designres who use the skinning tools.

the popup window isn?t a persistent popup window that popups when you don?t want it.
if you wanted to choose to not have some of the skin sections appear, you'd click a link, and in a small popup window choose what you don't want, then close it. that?s it.
and as for skinner skins. there is no need to wait. the number of skinner skins will just rise. and, in a way they have already become their own type of skin. so why shouldn't they need their own section if that is what they are? a skinner skin.
it would give those people the happiness of having their skin available to the world, and also give those thousands of people that surf the skins everyday the happiness of being able to filter out ANY type of skin they do not like, not just skinner skins.
