Aww, that really depends on the plugin you want to install . We'll need more info about what plugin you want to install.
Plugins usually are *.dll - files, and generally belong into the Winamp/Plugins directory.
Also make sure that the Plugins-directories are being set correctly in the Winamp preferences. To check that, open Winamp, then press both CTRL-P to bring up the Winamp preferences window. There, you go to Plugins. At the right side of the window, you will see two options to set the plugin directories for visualization and effect / DSP plugins. Set those directory paths accordingly. As I said, usually, it's C:\Program Files\Winamp\Plugins.
In case that does not do the trick, hit the button that says Flush plug-in name cache in Preferences (CTRL-P) -> Plug-ins.
If that does not work either, then post here including info about the plugin you want to install.
Peace.

Alright, let's move on to the next step :).
That certain B & W Dancing Plugin seems to cause problems on some systems. Well, I personally did not test it yet, but other people reported stalls, crashes and other problems with it :(.
Be sure you read the accompanying documentation thoroughly. Technical support for that plugin can be reached at their site, I guess. Try it there if you still experience problems.
Furthermore, before actually starting the plugin, in many cases you will have to configure the plugin properly. Especially plugins that use your videocard's 3D acceleration features usually have to be set up accordingly in order to work error-free. To configure the plugin, just highlight it in the list in the Plug-ins -> Visualization - tab of Winamp preferences. Then hit the Configure - button at the bottom of the pref window. That should usually bring up a configuration window where you can make neccessary changes to make it (hopefully) work.
Another, yet very important thing is that you have the latest drivers for your sound- and videocard. Get updated drivers :). If you don't know about your sound- and videocard, a good place to start to find drivers for them would be here (http://www.windrivers.com). Moreover, DirectX is extremely important to be recent and correctly installed. Go get DirectX v8.0a, the latest version (http://www.microsoft.com/directx).
I am sorry I can't think of any more ideas right now. If that all does not help, then you should ask for technical support at the plugin's site. The authors / Lionhead should offer technical support or at least a decent FAQ.
Peace & good luck :).
