A skin maker? I wouldn't bother, as you'll end up making a crap generic picture skin, which will be much derided by everyone and given a 1 or zero star rating.

Use Corel or Adobe and draw one yourself, it's not difficult.

Well, you could use a template. It's doesn't do all the work for you, but it's very helpfull.

I think theyre the brown eye of skinning.I dont hate them

But unless you already have a good background in skinning, the end skin can almost always look shitty.
