A search (http://forums.winamp.com/search.php) for 'stream video' yields...
http://forums.winamp.com/search.php?s=&action=showresults&searchid=242440&sortby=lastpost&sortorder=descending

Check out the post titled...
Streaming AVI files (http://forums.winamp.com/showthread.php?s=&threadid=84885&highlight=stream+video)

That should get you started. There might be good information in the other returned posts, too.

Disclaimer:
I don't stream video.
