Funny thing is, they ban sites such as SourceForge(why would they ban such a site? They use open-source software themselfs, why ban a site that holds open-source software?) but a site like stileproject.com isn't banned(while other 'sex' sites Are banned)...

Believe me, the pornography is not an issue- that's only said to make it look like they are taking a moral position. Really, the main thing they want to block are sites that contain info not flattering to the chinese government or the communist system. This would also include sites that describe the many, many, many human rights violations by the chinese police.
