Looks like a skinner.exe to me.

Damn!... I was writing a rather long post and then I accidentally hit "refresh" and the text was lost :(

Well, in short: don't use an automatic program (a.k.a. skinner.exe), but edit the individual bmp files with any paint program. If you stay in this forum you'll find we dislike skinner.exes. If you have a bit of patience you can improve VERY MUCH the look of your skin, and believe me, it's not as hard as it sounds.

If you need some help, you can start downloading my template, called Skinner's Atlas (link below, in my sig) and, or course, reading the readme.txt ;) I'm sure other people can give you more advice and, if you're interested, we're here to help you :)
