New Problem. Please Help!

Hi...,
I have finished configure my server. But I don't know why people cannot connect to my server. First, when I checked my ip at http://www.whatismyipaddress.com, and I don't know why it keeps changing everytime time I reboot. Second, I have checked the http://www.radiotoolbox.com/online_tools/cantheygetin.php and it says "Reason Given: Connection timed out
More about this error: This means that you are most likely behind a firewall, this error esentially says that you and your computer aren't there. You might also check to be sure that your ip is 66.143.117.1, if it is not then you are behind some sort of proxy."
After it says like that, I disable my antivirus software (Pc-Cillin 2002) and the firewall also. But it still says the same thing...
PLEASE HELP ME GUYS. Thanks.

Sorry guuys.,,,
For you guuys more information that I also use a router...

You need to configure your router to forwarding incoming TCP request on port 8000 to the proper PC on your LAN. See the documentation that came with your router for details. It should be called something like: port forwarding, port mapping or virtual server.

I am not sure if it is work. I try to go to my router's website and I think they have a built-in firewall in the router. You can check the website here.
