No Soundcard

Is is possible to broacdcast with out a soundcard? If yes, how do you tell winamp to play without looking for a soundcard?

Yes, use the null output plugin.

With Winamp the active application:
Ctrl+p -> Plug-ins -> Output -> Null Output

If you don't have it, get it here.
