Streaming Problem?

i am a hongkong people
i want to ask something that the url "http://64.236.34.141:80/stream/1040"<<---what is the meaning of /stream/1040....and how to make this?

i see it in the file info in the winamp radio....that in my playlist

That is an UltroVox stream.

Those servers are not available for general public broadcasting use.
