You have a choice of paid or free sites. If you have no way of paying, you are going to have to use a free site. www.geocities.com is one place you could get a free site. There are many others, probably some much better, but someone else will have to chime in, because I can't think of any.

Notepad and an ftp program(built in to almost all OS's) are enough to make a webpage. You may want to use Mozilla Composer to make your webpages. It has a graphical(what you see is what you get) editor, which can be easier for new web authors to get started.

Dreamweaver is good, but "expensive".

But even better, there are loads of HTML websites out there, so get learning!

www.w3schools.com is another good place if you're looking ot learn HTML and CSS.

www.htmlgoodies.com is a great place to learn also. It provides various links to other programming goodies and Java scripts.

www.freewebs.com is a free web host; also has a graphical html interface editor.

You can download a CoffeeCup HTML and WS_FTP if you want to work on the computer instead of going online. Use FTP to upload your work onto the server like freewebs or geoshitties.

I did some studies in the art institute. For grafixx, you can use Photoshop, Freehand or QuarkXpress. Photoshop especially when using your own photos.

once you get into more advanced webpage design, you might want to use Jaywebdesigns as a host (http://jaywebdesigns.com) and PHP-Nuke as your template (http://phpnuke.org)

Okay, admittedly Quark isn't what I'd use to make a website, but nonetheless, by virtue of the fact that you used the word QuarkXpress, in ANY context, I now know that you're a good person. Do you feel proud? I'd feel proud, if the wonderful, illustrious and omnipresent iomegajaz found me to be a good person. That'd make my day, it would.

So yeah.

Personally, I'm pretty fucked off with GeoCities right now, so I'm going to look into this Jay fellow's offer of free space ness. Yummy. Free. Love that free.

Okay good. Just so we're clear, then.

Good.
