Perl interpreter plugin

Just a note to introduce a new NSIS plugin : nsPerl.

nsPerl embed a Perl interpreter into NSIS system as nsPython already do that for Python. I tried to mimic the same interface between the 2 plugins.

Comments, bugs and suggestions are welcomed.
