Running Live Dispatch

I am trying to run a live dispatch stream and am running into some problems. I have done a search and have not quite found what I was looking for. I am getting a loud humming noise from my computer speakers. When I connect the stream and go to another location to listen to the stream, I hear the humming noise and can barely hear the actual radio traffic. I am running the scanner into the in line on the sound card and am running a Sound Blaster Live [DF80] sound card. I took my stock (gateway) sound card out thinking the Sound Blaster card may be better. The link to the dispatch stream is http://68.19.157.127

Any help with this would be greatly apprecciated.

The provided link is dead.
Also, although you didn't say what you're using, but if this is a Shoutcast broadcaster related issue, then you've posted in the wrong forum.
Shoutcast tech support is here.
